While in Germany people still talk about the ongoing partial migration in Munich, which is mostly in the hands of only few companies, other places have advanced some more already: where interested citizens are part of IT migrations in both companies and organizations.
Not only is this a cultural difference, but also gives all hackers the possibility to block decisions heading the wrong way, and to integrate their own perspective.
The following examples will be among those to be mentioned:
usage of Free Software in the administration (from city halls to governments)
Itaipu Binacional (the world's largest water power plant)
events visited by the speaker, such as Debconf, FISL, FestSol, UFPR
... and even more events (Latinoware, CONISLI)
user and developer groups: PSL, Abrasol, JavaSul
The historic dependency on producers of proprietary software located in the first world will thus be diminished and hence a climate is created, which allows for the coexistance of creative thoughts and software production. Especially the areas of communication (virtual communities), internationalization of software and educational software (in both schools and public telecenters in São Paulo and other cities).
During and after the talk, aspects like social and digital inclusion, security and transparency for the citizen under the abovementioned development model, and the relation of such processes to German or European settings can be discussed.
